Work is indeed underway in the building, so it may be that closures will happen again sporadically. A recent report states that the cafe downstairs has gone, and that access to the terrace is only by the lift now.

The whole building seems to be going through reconstruction. Sadly this is probably the best viewing area at the airport, but all is not lost since the observation deck in the terminal building is still open.
